The perfect storm of a pandemic, economic challenges, and pressures on delivery of public services has created the most challenging combination for union contract negotiations requiring creativity for the economic and operational provisions of contracts. Union responses of “status quo” are not sufficient to prepare to be agile with the challenges that will continue and needed structural changes. Contract proposals will include what unions will label as “concession” thus the necessity of employers to establish the rationale. This session will address lessons learned from the last great recession and how to bargain and work with unions for resolution while providing management the flexibility to respond to operational and economic challenges.
